My HCS-II stopped working after a bad thunder storm!
Prior to late 1999, HCS-II boards were shipped with 75176 RS-485 transceiver ICs and MAX232 RS-232 ICs. These chips can be damaged by transients induced by powerful lightening strikes nearby.

If you have a logic probe, check to see if data is being sent by the CPU. If it is, see if the data is coming out the other side of the transceiver. Do the same for data going to the HCS-II on both networks.

Creative Control Concepts has started shipping network capable boards with ESD & transient hardened chips. The MAX483E and MAX232E can withstand very high voltage spikes without damage. See our website for more info on obtaining these chips for your installation.

Also, the RS-232 chips in your PC can also be damaged. If the MAX chips don't work or your transceiver ICs appear to be working try another serial port on your PC.
