HOST is updating, but I can't update the time or send a new program
If you are not using the cable provided with your HCS-II, you must make sure the CTS pin is pulled high on your PC. You can do this by jumpering CTS (Pin 5 on DB25) to DTR (Pin 20 on DB25) on the PC side since DTR goes high when HOST starts. The HCS-II also provides a few pins pulled high though its easier to jumper on the PC side. Also, the HCS-II requires RTS to be connected from the PC to the DX2 (Pin 4 on DB-25s)
