Sure. We encourage users who have developed general hoem automation tools or HCS specific tools to make them open source for other users to use and build on. We're more than happy to encourage those efforts by hosting the development on our servers.
Our requirements are fairly simple and generally revolve around licensing (i.e. the LICENSE should be OSI certified). See the current developers info page for the latest info.
