No. The LM465 from X-10 must be 'on' before the light can be dimmed or brightened. If you brighten a module that is turned off, the light will turn full on and then you can dim it.
However, many people with intelligent X-10 controllers will dim their lamps off. In effect, the module is still turned on, but the module has dimmed the light off. In this state, you can brighten the module from off. However, in this state, if you try to turn the light on with a normal X-10 on command, it will do nothing because, technically, it is already on.
More advanced lamp modules and switches can be brightened from off.
